That is to make a house deco item. I think you build it with the soul forge with carpentry or blacksmithy. You need to collect 10 pieced of ancient armor.

I'm sold out currently but you make those with crystal workbenches and glowing runes. No skills required if you have the bench already. You can find tutorials on how to use on forums.
