Escorting

How does the System work? First come first serve every X minutes in a town/shard or are they character/account bound? How do i spot a quest giver?

They are NPC's that look out of place. Not in a shop, wandering around, The wandering adventures usually need to be escorted to dungeons. My suggestion is to find a escort runebook (Like at Tamer's Union in Moonglow) and then use those recall spots as a starting point. They eventually become really easy to spot.

I believe the timer is every 5 mins for an escort.
