Every time the server restarts, the cellar stairs no longer work. The only way to leave the cellar then is to use leave house, which is a context menu option.
To do this, you single click on yourself (or hold shift and click yourself for some people) and then click leave house in the context menu. You can even set this to a hotkey if you record yourself doing it using razor.

also, you can simply replace the cellar BUT MAKE SURE TO EMPTY THE CONTENTS OF THE CELLAR AS IT WILL ALL GET DELETED WHEN YOU REMOVE THE CELLAR.
unless of course that's been fixed somehow but I haven't seen anything on that.
