Does the character that decodes a map have to be the character that digs the map up?

Yes, only characters with high enough cart can decode and dig up the maps.

You can still "duo" a treasure by having a non-combat char decode, dig and lockpick the treasure, then switching to a proper combat char to open the actual chest (don't forget to use telekinesis first) and get the items / fight the guardians.
