can enter gate when criminal(grey)?

It's a few weeks that you can enter gates as criminal (grey) but I don't remember it in patch notes...

We had it on server start for months and one day they removed it... why it's back?

doesn't really bother me personally, only thing that is endlessly frustrating is that factioners are NO LONGER allowed to escape through a gate even while being chased by a massive gank squad without having flagged anyone.

everyone else gets to gate jump except factioners
