Bugged Client or Something Else?

Today I started seeing this skeleton hanging out in Brit. Empty, no name when you pull his bar. Is this a bug or is North Britain haunted?

I've actually seen this once before too... I don't know what it is either

This creep was camping by the crafting area a couple weeks back.. just standing there, no name, no HP bar, nothing.
