There are a few benefits to having a Barkeep; One is to have something to say in a text NPC reply and the other 3 are to provide a place to drop by, have a drink, eat something and provide a small toy store for selling a few games.
1) Drink

3) Games
4) Spend a second or 2 asking for some NPC reply information (which relies on the attraction of the needed food, drink and games)
My point is that every non-player owned Barkeep sells some sort of food, but every player owned Barkeep does not.
Even if the Barkeep is changed to a Baker... still no food...
"So why should I take any time to ask the Barkeep where the nearest 7-11 is"...
Barkeeps are a polite way of inviting people to connect with you by them remembering your location in case they ever need a bite to eat, a drink or a place to take a break while waiting for one of your friends to get back from AFK...
The Bottom Line...Player Owned Barkeeps have a genuine need to sell food ...(they don't sell food)...
There's nothing wrong with breaking a little bread before we kill each other. And the food and water is the reason we took the time to talk with the Barkeep or look around in a remote shop...
