Yes. There are requirements to placing a house on this server. You need 1200 total skill points on your account and a character that has 24 hours in game time.

There are quite a few plots available, take trinisic gate and head North West/ South West direction as far as you can go, you are assured to find a relatively large plot for your housing pleasures.

 

[Stryfe]

There's always somewhere in the world to place something like VIlla sized. Parsnip or Kiki on IRC may be of help.
