Account creation : forum.php link broken ?

I wish i could create a second account, but http://uoforever.com/forum.php doesnt seem to work anymore ?

You don't make accounts for in game through the forum and that is a very old link. You make accounts just by typing in your account name and password It auto creates the account for you. Hope this helps
