4th Character Slot - 2 day Revert - When?

When was the 2-day revert that gave accounts a 4th character slot? I'm a old player coming back and I played in late 2014-Jan 2015. Should my accounts be eligible? Were there any other restrictions?

Currently whenever I try to create a 4th character on one of my accounts, the game locks at "Entering Britannia."
