I used search but cant find how you can get on the mg bank rooftop :S I tried teleport from everywhere and I know I used to be able to get there from a certtain tile but can't find it anymore. Any tips?I

I looted a tamer +1 scroll, do I need to wait till I hit 100 with taming or can I use it while I am at like 80 ?
