Basically you have two "last targets" one for good spells (heals, etc.) and another for bad spells (ebolt, etc.).
Helps with cross-healing.

The bounty system (blue vs red pvp) is the best I have seen yet and one of reasons I came here. Nothing wrong with murderers doing their thing, it's part of the game, but they HAVE to pay up when they finally meet their demise and not run off on some other char for two days.

Put in the bounty system for pets. I -think- that would be simple to implement and pretty fair.
Agreed. What the OP is suggesting an item sink, contrary to what he is saying. And the effected item price will greatly depend on what items were removed.
I know there are many idiots out there (don't worry yours is not that selfish) but you don't have to be at their level.
I've apparently played less than you (an honor I'm sure) and you want 5% of PvP to be free based on some newb complaint. At least you are saying now that there should be more...
Perhaps we're not on the same page...let me try to reword what I am saying:
You are supposed to buy your regs which is consumed upon use. That's right, welcome to UO.
And now you want 5% of the all the regs used in PvP to be free, for the sake of convenience.
