inscription changes: Cost of spellbook & success rate for scrolls

It was 8 scrolls before and now out of blue, it is 16? Why did this happen? I have also noticed that chance to inscribe 8th circle spell has gone up from 90% to 100% with legendary inscription.

Is there any information regarding this change out there in the web?

Well, i was legendary scribe both before the change and after the change. So I do not think it is related to power scrolls but it might be related to up coming changes, rumored as slayer spellbooks...
