Ive never been in c/o but i see many people running arround with that tag. So I guess it should be possible to still join. I am sorry mate, I cannot tell you how to join now. Hopefully somebody else can tell you.

I think there are two guys close to WBB that will let you join either Chaos or Order. Along the moat, so W of the bank itself.

I think something changed recently... the selection box isn't there anymore.
