If you make a new character with a name you like but you messed up the skill distribution when you created it... and you then delete that character... does that immediately free up the name so you can make a new one?

Looking at the wiki page for talismans I see that two have distance penalties and one is just for mages. Does this mean an archer who's not a mage shouldn't bother? If that's the case, is there anything else it would be good for an archer to get?
