You'd have to ask fattson to confirm but I can only assume that his water drag still flies over water. All the scale does is change the model of the dragon or WW so all slots, hues, stats, skills, and abilities are retained.
I can say with just about absolute confidence that no one has tried on a chromatic yet. That's an unknown that only @eppy could possibly confirm at this time.
